I used https://ahrefs.com keyword tool, however, you can use your favorite tool that shows keywords with search volume.
The first step is to find low competition keywords using the keyword search tool, then you may want to manually check the allintitle value of the keyword. If the keyword search volume is less than 1000 and the allintitle value is below 63, you can rank that keyword easily in couple of weeks without any sort of backlinks.
